Isle of Man Framework for Reading

Introduction

At Anagh Coar we are working towards using core curriculum and assessment frameworks for reading on the Isle of Man from September 2025. The following information is from the introductory statement from this framework.

The Importance of Reading

Teaching reading is one of the most important elements of primary education as reading is fundamental to children and young people’s educational development. The introduction to the National Curriculum states that “Fluency in the English language is an essential foundation for success in all subjects.” Reading also has a fundamental importance on future success in life, both in academic achievement and overall wellbeing. Through reading, learners are able to develop culturally, emotionally, intellectually, socially and spiritually. Reading enables learners to acquire knowledge and build on what they already know. For many, reading is also a form of relaxation and can enable heightened levels of social and emotional wellbeing. Reading allows learners to adopt new perspectives and develop key skills such as empathy.

The Teaching of Reading

A consistent and coherent framework is an essential basis for the effective teaching of reading. If a child or young person struggles with the basic mechanics the likelihood of engaging with reading is limited. Fluency, comprehension and enjoyment are the result of teaching and practice. All teaching staff should regard themselves as teachers of literacy. All learners should be able to read fluently and with confidence in any subject.

The Reading Curriculum Framework

This is a high-level framework outlining the content, skills and knowledge pupils will experience in their learning each year. Schools will themselves determine how this is delivered in accordance with their own learning and teaching policies, and schemes of work. The curriculum framework sets out the learning opportunities that every learner will experience and is structured in year groups. It is based on the English National Curriculum Framework.

The curriculum framework for reading consists of 3 dimensions:

Enjoyment and Choice (Love of Reading)

Tools for reading (Fluency)

Comprehension skills (Finding and using information to support understanding and to analyse and evaluate
